The District of Columbia Office of the State Superintendent of Education (DC-OSSE) engaged MCG to develop and implement a new technical skill assessment system and to create and implement a thorough review and approval process for all CTE programs of study across the District of Columbia.
To accomplish this, MCG led an interactive process with the local education agencies (LEAs) to evaluate and identify appropriate, industry-based, technical skill assessments for each CTE program. Following this process, MCG then created a technical skill assessment policy guide that provides a comprehensive, step-by-step guide to assessment delivery. This includes the action steps each LEA must take to purchase, proctor, and enter data on technical skill assessments.
MCG was also tasked to by DC-OSSE to create a CTE Program of Study Approval Guide and CTE Program of Study Policy Overview. The Approval Guide outlines the program of study review and approval process that aligns with the state and local approved five-year plan and the LEA sub-recipient one-year plan and updates to the plan. The Policy Overview describes the necessary components each CTE program of study must possess in order to receive state approval and funding. Together, these documents provide DC-OSSE with the necessary tools to consistently evaluate and assist CTE programs throughout the District, ultimately improving the delivery of CTE to participating students. MCG conducted these activities from January 2011 through March 2012.
